Well apparently it was legal having all those guys in the back seat. But soon after that scene was screened on national TV, they made rear-seatbelts compulsory within months. Close but not quite there.
The compulsory fitment of seatbelts in the back became law in 1987, 20 years after they were required to be fitted in the front. However, it was not compulsory for an adult to actually wear the seatbelt in the back of the car until 1991.
What I don't know is if the fitment of the belts then defined how many actual seats and therefore how many people could legally be carried.

Yes I think I got confused with fitted seatbelts for MOT purposes and actually wearing them.
